娄勤俭介绍，编纂采用适度法典化的方式：一是将现行的环境保护、污染防治方面的法律纳入法典，出台后不再保留原法律；二是现行的有关流域、区域、自然资源、生物多样性以及循环经济、节约能源等方面的法律制度规范，择其要旨要则体现到法典中；三是对于应对气候变化、碳达峰碳中和、绿色低碳发展等方面的法治需求，法典就此作出一些原则性、引领性规定，为今后我国相关法律制度建设留有空间，以体现法典的时代性、前瞻性。
